ΜΗΕΕΔΕ and ΜΗΜΕΔΕ

What they are

ΜΗΕΕΔΕ, the Register of Public Works Contracting Companies, is the official register of companies entitled to undertake public works. It was established by Presidential Decree 71/2019 and replaced the previous ΜΕΕΠ, the Register of Contracting Companies, which you will still meet in older tender documents and certificates. It is kept by the Ministry of Infrastructure and Transport. ΜΗΜΕΔΕ, the Register of Consultants and Consulting Companies, is the corresponding register for studies and technical services, and ΜΗΜΕΔ the register of individual consultants.

Categories and classes

Each company is registered in one or more categories of works (buildings, roads, hydraulic works, electromechanical works, harbour works, industrial and energy works, landscaping, drilling and others) and in each category is placed in a class, from A1 to 7th, based on its financial position, experience and staff. Each class corresponds to a range of works budgets the company is entitled to undertake. Works tender documents specify the class or classes invited and participation by a company of another class is inadmissible.

Consultants are likewise placed in licence classes per category of study, based on years of experience and the company's capacity.

Why it matters

• It is a selection criterion by law. Article 76 of Law 4412/2016 provides that for works suitability and technical capacity are proven by registration in the register in the corresponding class, and the authority may require additional criteria only exceptionally.
• It defines which tenders you can see. A 2nd class company does not take part in works of a 3rd class budget, whatever its experience. Growth means upgrading class.
• Foreign companies. Companies from other member states take part through registration in the corresponding registers of their country or by proving equivalent conditions, not through mandatory registration in ΜΗΕΕΔΕ.
• Groups. Companies of a lower class may take part in a group for works of a higher class, under the upgrading terms of Presidential Decree 71/2019.

Where you meet it

In the tender documents of every public work, in the section on the right to participate, which sets the categories and classes invited, and in the ESPD, where the registration number is declared. The ΜΗΕΕΔΕ registration certificate is among the award evidence. Works tenders are conducted in the separate subsystem of ΕΣΗΔΗΣ for public works.
