What it is
TED (Tenders Electronic Daily) is the online edition of the Supplement to the Official Journal of the European Union dedicated to public procurement. It is run by the Publications Office of the EU at ted.europa.eu and publishes every day thousands of notices, award notices and corrigenda from all member states, the European Economic Area and other participating countries.
What is published
Every contracting authority in the EU must publish in TED the contracts whose estimated value exceeds the European thresholds set by Directives 2014/24/EU and 2014/25/EU. The thresholds are revised every two years and differ by type of contract and type of authority. Below the thresholds, publication in TED is optional and Greek authorities rarely use it. For a Greek supplier, therefore, TED covers the large Greek tenders, while ΚΗΜΔΗΣ covers all of them.
Three main kinds of notice are published: the prior information notice (the authority's intention to tender in the coming months), the contract notice (the tender starts) and the contract award notice (who won and for how much). Since 2024 all notices are submitted through the eForms electronic forms, which have more structured fields and allow better searching.
How to search
Searching in TED is done mainly by CPV code, country and region (NUTS codes), type of notice and date. Notices appear in the original language with translated titles and key fields, so that a Greek company can spot tenders in Cyprus, Bulgaria or Romania without knowing the language.
What it means for the supplier
The Greek tenders that reach TED are the largest in value and often have longer bidding deadlines, at least 30 days in the open procedure with electronic submission. The prior information notice is also one of the few official early warnings that a contract is coming, months before the tender documents. Finally, TED award notices are structured data on who wins what in every country, useful for competitor analysis.
