The Recovery and Resilience Facility funded the national plan "Greece 2.0" with about 36 billion euros, split almost equally between grants and loans. A large part of the grant component was delivered through public contracts: digital transformation of the administration, infrastructure, energy upgrades of buildings, hospital and school equipment. For five years tender documents marked "Recovery and Resilience Facility" in the funding source were among the largest and the most hurried.
What changed
The European Commission expressly ruled out any extension, despite pressure from the European Parliament. After 31 August, milestones not completed can no longer be finished and lead to a reduction of the corresponding payment. Greece planned to submit its final request in September 2026.

For contracts under way
Contracts signed with funding from the Facility continue to be performed and paid by the authorities. The Facility's deadline concerns the country's relationship with the Commission, not the contractor's relationship with the contracting authority. Projects not completed in time are shifted to national funds or to the 2021-2027 cohesion programme, and here lies a risk: authorities with projects "orphaned" from their funding may delay payments or seek to restructure contracts. For new tenders
Large notices funded by the Facility effectively ended in 2025, since they had to be completed by August 2026. The market is returning to its usual sources: the ordinary budget, the Public Investment Programme, the 2021-2027 cohesion programme, the authorities' own resources. In practice this means smaller average tender sizes, fewer urgency deadlines and more weight on the authorities' annual planning, which is read from the requests and budget commitments in ΚΗΜΔΗΣ and Διαύγεια.
For the cohesion programme
The 2021-2027 programme has an eligibility deadline in 2029 and becomes the main co-funded source for the next three years. Tender documents under it carry the operation's code and have their own publicity and eligibility terms, which pass into the contract.
How to identify funded contracts
Neither ΚΗΜΔΗΣ nor Διαύγεια has a single structured funding source field that filters reliably. In practice Facility contracts are recognised by the phrase "Ταμείο Ανάκαμψης και Ανθεκτικότητας" or "Ελλάδα 2.0" in the title or body of the tender documents, by the action's code, and by the Public Investment Programme codes in the budget commitment decision.
