What Διαύγεια is

The Διαύγεια (Transparency) programme was established by Law 3861/2010 and obliges every public body to post its decisions online at diavgeia.gov.gr. Posting is a condition for the decision to take effect: a decision that has not been posted produces no legal effects, with narrow exceptions for national security or personal data protection.

What the ΑΔΑ is

ΑΔΑ stands for Αριθμός Διαδικτυακής Ανάρτησης, the Online Posting Number. It is the unique code assigned automatically to every act at the moment of posting, made up of letters and digits and printed on the body of the document. With the ΑΔΑ anyone can retrieve the exact decision from Διαύγεια and verify that the document in hand is the one that was posted.

ΑΔΑ and ΑΔΑΜ

The two codes look alike but belong to different systems. The ΑΔΑ is the posting number in Διαύγεια and concerns every kind of decision. The ΑΔΑΜ is the Registry Posting Number in ΚΗΜΔΗΣ and concerns only public contract acts: requests, notices, awards, contracts and payment orders. Which decisions matter to a supplier

  • Budget commitment decision. The commitment of a budget appropriation for an expenditure. Posted weeks before the tender documents, it is the first public signal that a purchase is coming. More in the guide on the primary request and budget commitment.
  • Decision approving the tender and its terms. The body's organ approves the tender documents before publication.
  • Award decision. Who won, for how much, against how many participants.
  • Direct award decision. For small contracts, the whole procedure is condensed into one decision.
  • Payment warrants and orders. When and how much the contractor was paid.

Searching

Διαύγεια offers a search by body, type of act, date, subject category and free text, as well as an open API for bulk retrieval. The drawback for a supplier is volume: hundreds of thousands of acts a month, with free-text titles and no CPV codes. Its value lies in cross-referencing with ΚΗΜΔΗΣ, not in reading it on its own.

Frequently asked questions

Are the amounts in Διαύγεια public?

Yes. Budget commitment, award and payment decisions are posted with their amounts. Personal data of natural persons is anonymised where required, but the details of contractor companies are visible.

How fast is a decision posted?

The law requires posting without delay after the decision is signed, and the decision is not executed before posting. In practice most acts appear the same or the next working day.
