1 January 2026: new EU thresholds

Commission Delegated Regulations (EU) 2025/2150, 2025/2151 and 2025/2152 set the application thresholds of the Directives for 2026-2027. For contracting authorities under Book I: 5,404,000 euros for works, 140,000 euros for supplies and services of central government, 216,000 euros for supplies and services of other authorities, 750,000 euros for social and other specific services. For utilities under Book II: 432,000 euros for supplies and services and 1,000,000 euros for social services. All excluding VAT. Above the thresholds the contract is published in TED, with a 30-day minimum deadline and the full European rules. The full table is in the guide on direct award and thresholds.

2 February 2026: decision 4968/2026 on ΚΗΜΔΗΣ

Joint ministerial decision 4968/2026 (Government Gazette B 334) amended decision 76928/2021 governing the operation of ΚΗΜΔΗΣ, with technical improvements to the articles on the records to be posted, the electronic posting codes and the user access levels. It did not change the 1,000 euro posting threshold or the types of acts. For the supplier the only visible difference is minor changes in the fields of the records.

24 July 2026: decision 61267/2026 on ΕΣΗΔΗΣ

Joint ministerial decision 61267/2026 (Government Gazette B 4578) amended decision 64233/2021, which regulates the technical aspects of supplies and services tenders through ΕΣΗΔΗΣ. The new rules apply to procedures started after its publication. If you use internal instructions or bid submission checklists written before summer 2026, compare them with the new text and the updated portal manuals.

19 August 2026: new Promitheus portal

The General Secretariat for Information Systems and Digital Governance launched the fully redesigned "Promitheus" portal on 19 August 2026 at 10 in the morning, as a Recovery Fund project. The addresses www.eprocurement.gov.gr and www.promitheus.gov.gr stayed the same. The new portal has a new design, a bilingual Greek and English interface and accessibility features. What did not change

  • The direct award threshold: 30,000 euros for supplies and services, 60,000 for works, studies and technical services.
  • The threshold for mandatory use of ΕΣΗΔΗΣ: 30,000 euros.
  • The ΚΗΜΔΗΣ posting threshold: 1,000 euros.
  • Guarantee rates, appeal deadlines and the appeal fee.
  • Mandatory e-invoicing to all contracting authorities, in force since June 2024.

The GOVADI platform applies the new thresholds in classifying every tender, so that the "above thresholds" filter matches the amounts in force from 1 January 2026 rather than the previous ones.
